Policy on distribution of benefits adopted

City officials recently adopted the recommendation of the City General Services Office (GSO) as a policy and guidelines relative to the mass application and distribution of benefits and assistance to ease the transaction process, ensure safety and avoid inconvenience to the recipients or beneficiaries in the city.

Under Resolution No. 070, series of 2024, local legislators stated that City General Services Officer Eugene Buyucan recommended the necessary measures that must be adopted during the conduct of mass application and distribution of assistance such as ,not but not limited to cash, medical, scholarship assistance, Tulong Panghanapbuhay sa ating Disadvantaged or Displaced Workers, Special Program for Employment of Students, and other related assistance programs.

Among the measures that must be undertaken by the organizers of such distribution of benefits shall consider the capacity of the venues of their activities where the city hall multipurpose hall can accommodate up to a maximum of 25 individuals while the function room of the City Disaster Risk Reduction and Management Council (CDRRMC) and the PFVR gymnasium can accommodate more than 250 individuals.

The council requested the City Mayor to consider the said guidelines to its effect.

Earlier, the body considered the manifestations and recommendations of the invited resource persons relative to addressing issues on how to ease the transaction process, ensure the safety of the recipients, and provide some ample space for the office concerned during the mass application and distribution of cash or kind benefits or assistance.

The council stipulated that there is an observed increase of individuals seeking interventions from economic effects brought by the COVID-19 pandemic and the rising inflation rate due to high fuel prices.

Further, the body asserted that there is a need for a policy regarding related issues on the distribution of benefits and assistance to ensure safety and avoid inconvenience to recipients or beneficiaries.
