Peanut, corn vendors with permits to get privilege as newspaper vendors

City officials recently amended Resolution No. 637, series of 2022 to include or extend the privilege earlier granted to newspaper stand vendor and watch repair shop proprietors to peanuts, corn vendors and the like who have been operating with valid permits until December 31, 2022.

Under Resolution No. 086, series of 2023, local legislators stated that the Committee on Laws, Human Rights and Justice in its 2nd indorsement dated February 1, 2023 recommended to amend the aforesaid resolution to include in the title the phrase ‘and extending the privilege also to other vendors of peanuts, corn and the like who have been operating with valid permits until December 31, 2022.

Aligned with Executive Order (EO) No. 193, series of 2020 which was issued on December 29, 2020 which regulates newspaper and other small item repair stands operating on sidewalks within the city, the council passed Resolution No. 694, series of 2020 which strongly supported the agreement between the Permits and Licensing Division of the City Mayor’s Office and the newspaper stand vendors and watch repair proprietors for 6 months extension from January 2021 to June 2021, on the stay of the latter at their current locations to give them ample time to comply with the 0.6 meter setback from the sidewalks or to find a relocation place before implementing DILG Memorandum Circular No. 2020-145.

During the citizens forum segment of the council’s regular session on January 23, 2023, concerned citizens informed the local legislative body regarding the concern and the appeal for inclusion of other vendors in Resolution No. 637, series of 2022.

Earlier, the body tasked concerned offices of the local government to look for other suitable areas where the aforesaid vendors would be relocated permanently to help in addressing their concerns for them to be provided with feasible relocation areas where they will be able to pursue their trade. – Dexter A.
