One-way traffic scheme in Upper Rock Quarry roads okayed
City officials approved on third and final reading setting a one-way traffic scheme along Crystal and Pearl alley at Upper Rock Quarry barangay from Dacoroon residence exit going down to Sudaypan Street between the Gonzales residence and Igadna residence.
Under Ordinance No. 25, series of 2023, all motor vehicles found violating the said one-way traffic scheme shall be penalized with a fine of P150 for the first offense, a fine of P300 for the second offense and a fine of P500 for the third offense.
The ordinance tasked the barangay, the Baguio City Police Office (BCPO), and City Engineering office (CEO) traffic aides to strictly implement the pertinent provisions of the measure.
Further, the appropriate signages which shall bear the prescribed sign and ordinance number shall be posted in strategies areas of the affected roads and alleys for the information of the public.
Earlier, the Upper Rock Quarry barangay enacted Ordinance No. 5, series of 2018, that declared Crystal and Pearl alleys in the said barangay as one-way flow of vehicular traffic passage from Dacoroon residence exit going down to Sudaypan Street between Gonzales residence and Igadna’s residence.
Under Section 458 of Republic Act (RA) 7160, otherwise known as the Local government Code of the Philippines, as amended, only the Sangguniang Panlungsod has the power to regulate traffic on all streets and bridges; prohibit encroachments or obstacles thereon, and when necessary, in the interest of public welfare, authorize the removal of encroachments and illegal constructions in public places.
The approval of the said ordinance will legitimize the aforesaid barangay ordinance to ensure the continuous implementation of the one-way traffic scheme to pave the way for convenient travel of motorists in the said roads within the barangay. – Dexter A. See
