New travel guidelines effective Oct. 25
Mayor Benjamin Magalong announced that the city has begun accepting registrations for leisure travel from fully vaccinated individuals effective Oct. 25 subject to guidelines to prepare for the reopening of its tourism industry which was heavily impacted by the recent surge in Coronavirus disease (COVID-19) cases.
The mayor issued Executive Order No. 139 series of 2021 updating the cityโs travel guidelines to incorporate requirements for leisure travelers after a two-month hiatus.
The requirements per traveler classification are:
A. BAGUIO RESIDENTS
1. Baguio residents fully vaccinated shall present the following:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
b. Vaccination QR Passport or Vaccination Certificate; and
c. Valid Government Issued ID, or Certificate issued by their Barangay, as proof of residence.
2. Baguio residents who are not fully vaccinated shall present the following:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
b. Valid Government Issued ID, Of Certificate issued by their Barangay, as proof of residence; and
c. Negative results of Antigen or RT-PCR test conducted within the last thirty (30) days prior to travel, however, government sector workers who are returning from work related travels are exempt from testing requirements.
B. BAGUIO WORKERS:
1. Baguio workers who have been fully vaccinated shall present the following:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
b. Vaccination QR Passport or Vaccination Certificate; and
c. Any of the following documents as proof of employment or industry in Baguio City: (1) Employee ID, (2) Certificate of Employment, (3) Professional ID, or (4) any other similar document.
2. Baguio workers who have not been fully vaccinated shall present the following:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/ ;
b. Any of the following documents as proof of employment or industry in Baguio City: (1) Employee ID, (2) Certificate of Employment, (3) Professional ID, or (4) any other similar document; and
c. Negative results of Antigen or RT-PCR test conducted within the last thirty (30) days prior to travel, however, government sector workers on work-related travel are exempt from testing requirements
C. NON-RESIDENT GOVERNMENT APORS ON OFFICIAL TRAVEL:
1. If fully vaccinated:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
b. COVID-19 Vaccination Certificate;
c. Original or Certified True Copy of Travel Order issued by their Head of Agency or his/her authorized representative.
2. If not fully vaccinated:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/; and
b. Original or Certified True Copy of Travel Order issued by their Head of Agency or his/her authorized representative.
D. NON-RESIDENT PRIVATE APORS ON OFFICIAL TRAVEL:
1. If fully vaccinated:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
b. COVID-19 domestic Vaccination Certificate;
c. Any documents as proof of: (I) employment, business or work related function in a permitted industry operating in Baguio City, (2) indispensable transaction, or (3) enrollment in an educational, instructional, or training institution with permitted face-to-face classes in the City;
d. Original or Certified True Copy of a Travel Order issued by Head of Office or his/her authorized designate, if applicable.
2. If not fully vaccinated:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
b. Any documents as proof of: (l) employment, business or work related function in a permitted Industry operating in Baguio City, (2) indispensable transaction, or (A) enrollment in an educational, instructional, or training, institution with permitted face-to-face classes in the City;
c. Original or Certified True Copy of a Travel Order issued by the I lead of Office or his/her authorized designate, if applicable; and
d. Negative results of the RT-PCR test conducted within seventy-two (72) hours poor to entry into Baguio. In the absence of negative test results, the traveler shall submit himself/herself for testing at the Baguio City Central Triage Unit.
E. NON-RESIDENT NON-APORS:
1. Adult Travelers:
a. Approved QR Coded Tourist (QTP) issued after registration at https://visita.baguio.gov.ph
b. Valid Government- issued ID; and
c. Vaccination Certificate
2. Minors travelling with fully vaccinated companions.
a. Travelers aged twelve (12) to seventeen (17) must present negative results of Antigen or RT-PCR test conducted within 72 hours prior to entry to Baguio City.
b. Minors aged 11 and below shall be tested at the option of their accompanying parents or adult travel companions.
F. RETURNING OFWS AND RETURNING OVERSEAS FILIPINOS:
1. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
2. Valid Philippine Passport, Travel Document issued by Philippine Missions, or ACR I-Card issued by the Bureau of Immigration, whichever is applicable;
3. Valid Government Issued ID, Of Certificate issued by their Barangay, as proof of residence;
4. Certificate of Quarantine Completion issued by the Bureau of Quarantine, if applicable;
5. Negative results of most recent RT-PCR test conducted upon arrival in the Philippines, if applicable;
6. For OFWs, the following documents, whichever is applicable, may also be presented: i. OWWA documents; ii. POEA documents; iii. Seaman’s Book.
G. TRAVELERS FOR NON-EMERGENCY MEDICAL PURPOSES:
1. If fully vaccinated:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
b. Vaccination Certificate; and
c. Proof of confirmed medical appointment or Certificate of Acceptance issued by the Medical center Chief of the destination health facility.
2. If not fully vaccinated:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
b. Valid Government Issued ID as proof of residence; and
c. Proof of confirmed medical appointment.
H. TRAVELERS WITH MEDICAL EMERGENCIES: Patients and their indispensable companions, seeking emergency medical aid in Baguio City shall be afforded unhampered passage
I. PASS THROUGH TRAVELERS: APORs may present any documentary proof of travel purpose such as Valid Government ID or Barangay Certificate as proof of residence, employment ID, Professional ID, Of Travel Order issued by their employer; while Non-APORs shall present a Travel Pass QTP issued through registration at https://visita.baguio.gov.ph/.
IMPORTANT:
I. The following travelers shall not be required to undergo health assessment, or vaccination verification, as the case may be, at Baguio City Triage Units:
A. Persons who are fully vaccinated in Baguio City;
B. Travelers with medical emergencies;
C. Travelers with confirmed non-emergency medical appointments, unless the same is a requirement of their destination health facility or accommodation establishment, as the case may be;
D. Clinic and hospital-based health workers who are residents of Baguio and returning home from duty, or reporting for duty from their respective residences in other localities.
E. Pass Through Travelers who are asymptomatic when passing through city checkpoints.
II. Residents of the municipalities of La Trinidad, Itogon, Sablan, Tublay, and Tuba shall be exempt from the entry protocols as stated in the immediately preceding provisions, subject to agreements or Resolutions that may be issued by the BLISTT Council.
III. Cargo and logistics services for essential and non-essential goods, and utilities for water, electricity, IT, telecommunications, fuel products, and waste management shall be afforded unhampered passage, but may be subject to random inspections by the members of the Philippine National Police.
IV. Government agencies and instrumentalities providing emergency services or humanitarian aid during times of typhoon or calamity shall be afforded unhampered passage.
V. In all stages of travel, whether in transit, or while undergoing triage procedures, all persons are reminded to observe minimum public health standards at all times, and to immediately seek medical attention if they have come in contact with a known confirmed case, or if they begin to feel any flu-like symptoms. — PIO Baguio
