BAGUIO CITY – The Agreement inked between Baguio City Mayor Benjamin Magalong and The Philippine Mines Safety and Environment Association (PMSEA) President Luis R. Sarmiento witnessed by members of the PMSEA Board of Directors and City Environment and Parks Management officer Rhenan Diwas for the extension of another three (3) years and also the expansion of the area of the PMSEA Park which is located in the newly rehabilitate Botanical Garden, during the prescon as part of the 68th Annual National Mines Safety and Environment Conference held at the Baguio Country Club on November 15, 2022.
In accordance with the agreement, the PMSEA shall continue to adopt the PMSEA Garden including a lot adjacent to the said garden, and continue as the development partner in maintaining the cleanliness, landscaping, and beautification of the area to assist the City in the preservation of the natural view of the Park that includes the existing trees/ornaments and other vegetative ground coverings of the area. Introduce and provide landscape materials in the form of indigenous plants and/or any other kind of plant materials that would aid in maintaining the area, continue with the improvements and development projects with proper coordination and approval by CEPMO, and turn over to the City Government of Baguio all accomplished projects and/or activities implemented within the Park upon the revocation or termination of this Agreement.
The PMSEA with prior consultations with the City Government of Baguio through the CEPMO has committed to pursuing its interest to support the City improve the parks by signifying its interest and participation in the Adopt A Park Program and that it is willing to provide logistical support and other forms of assistance in the implementation of programs/projects to improve the condition of the parks.
While the City Government of Baguio shall Exercise solely the rights and powers to review and approve whatever programs and projects undertaken by the PMSEA through the CEPMO prior to implementation, provide technical assistance to the PMSEA in the design and implementation of projects and supervise the execution of all programs, projects, and activities within the Park, ensure the preservation and safeguarding of all park facilities thereat being the over-all administrator of all City Parks including that of the PMSEA Garden enforcement of existing law, rules regulations and ordinances on the management and operation of City Parks are suppletory to this Agreement.
Sa panayam ng Filipino News Sentinel kay Sarmiento, “Ang PMSEA ay nakatuon sa pagtulong sa mga pagsisikap ng local na pamahalaan na ipatupad ang mga proyektong napapanatili ang pangangalaga sa kapaligiran maayos, malinis at isa na rito ay maging educational spot sa mga estudyante makita nila ang iba’t ibang klaseng uri na mga halaman at may plano rin kami na patayuan ito ng isang museum na dito natin maidi-display ang mga gawain ng ating mga minero at ang mga iba’t ibang mahahalagang bato kasama ang mahahalagang metal tulad ng ginto, platinum, at pilak habang ang mga pang-industriyang metal ay kinabibilangan ng bakal, tanso, at aluminyo,”
Ang isang paraan dito ay maaari tayong makahingi ng mga sample pieces sa mga mining industry dito sa Itogon, Baguio Gold, Benguet Exploration, Philex at Lepanto, mailalagay natin ito sa safe na area na pwedeng pasyalan ng mga estudyante,”
“May nakalaan na portion na hiniling natin kay mayor Magalong at isa ito sa agreement na amin napagkasunduan,”
“Layunin namin na mas lalong mapagbuti ang pangangalaga sa environment bilang kontribusyon namin sa lungsod at masaya kami sa pagtanggap ng city bilang pangalawang tahanan ng PMSEA at katuwang sa pagpapaunlad nito para sa kapakinabangan ng mga susunod na henerasyon ng komunidad,” pagtatapos ni Sarmiento.
Sinabi naman ni mayor Magalong, “Walang problema, basta any proposal nila ngayon ay mai-submit na para makita natin at sigurado tayo na aligned siya, pwede naman kami maghanap ng isang lugar dun na pwede natin I convert into some sort a mining area pero dapat hindi siya nawawala dun sa buong over-all character ng programa, walang problema dun alam natin na makakatulong rin ito sa ating pagpapaganda ng ating parks,” ani Magalong. # Mario Oclaman // FNS
