Mayor signs measure authorizing him to enter into deed of donation for firearms to BJMP

Mayor Benjamin Magalong, June 9, has signed resolution no. 209, series of 2022, authorizing him to enter into a Deed of Donation for 43 firearms in favor of the Bureau of Jail Management and Penology-Cordillera (BJMP-CAR), Baguio City Jail-Male Dormitory (BCJ-MD), which were earlier loaned/issued by the city government of Baguio.

The measure was authored by councilors Betty Lourdes Tabanda and Benny Bomogao.

It states that the BJMP-CAR, BCJ-MD, is in actual possession and in complete control of the firearms which are being exclusively used for its law enforcement functions.

“The donation would enable the BCJ-MD to exercise full authority on their duties and functions in the maintenance of peace and order and protection of people from violence including their personnel from possible attack and danger from their wards, specifically dangerous persons at large, fugitives, or escaped convicts,” the resolution states.

It adds that this is pursuant to Republic Act 10591 or the ‘Comprehensive Firearms and Ammunition Regulation Act’ and is also in compliance with the government’s policy to fully arm all men and women in uniform.

The measure states that the BCJ-MD shall primarily be accountable and responsible for the renewal of the licenses of the 43 firearms and shall secure the approval of the Philippine National Police Director General for their proper disposal if found to be unserviceable.

It also directs the BCJ-MD to exercise due diligence in the utilization and safekeeping of the firearms.
