Mayor reconstitutes CADAC

Mayor Benjamin Magalong, March 25, issued executive order no. 32, series of 2024, reconstituting and defining the functions of the City Anti-Drug Abuse Council (CADAC) and providing funds thereof.

CADAC is a coordinating body mandated to look into and reconcile all the anti-drug abuse interventions of government agencies, the local government and private sector in order to formulate a holistic approach in curbing the proliferation of illegal drugs in the city that pose a serious threat to the future of the youth sector.

“There is a need to reconstitute the CADAC considering the assumption into office of a new set of officials holding various key positions who are responsible in the formulation and implementation of different anti-drug abuse programs and projects,” the measure stated.

It added that Department of the Interior and Local Government (DILG) and Dangerous Drug Board (DDB) joint memorandum circular no. 2018-01 or the implementing guidelines on the functionality and effectiveness of Local Anti-Drug Abuse Councils provides, among others, the composition and functions of CADAC.

Under the executive order, CADAC chairperson is the Mayor with Baguio City Police Office Dir. Francisco Bulwayan Jr. as vice-chairperson and Vice Mayor Faustino Olowan as action officer.

Soraya Faculo, City Prosecutor Conrado Catral Jr., RTC Baguio Exec. Judge Rufus Malecdan, Jr., MTC Exec. Judge Jeanylyn Fukai, Acting City Health Officer Celia Flor Brillantes, City Social Welfare Development Officer Liza Bulayungan, public information officer Aileen Refuerzo.

CADAC roles and responsibilities are the following: CADAC chairperson shall attest the certification declaring the ‘drug cleared’ status of an affected barangay, certified by the local chief of police and validated by the Philippine Drug Enforcement Agency (PDEA) regional director; receive the consolidation information report from Barangay ADAC (BADAC) chair; review the consolidated reports of cluster for final consolidation and submission to PDEA; and more.

The City Mayor’s Office-Special Services Division staff shall compose the CADAC Secretariat whose functions include providing administrative support and complete staff work to operations and all CADAC activities and projects as needed by the council; maintain appropriate database for all CADAC programs and activities, including capacity building programs of the council members; and more.

Initial funding necessary for the order’s implementation shall be sourced from the city’s current appropriations. Funding for succeeding years shall be incorporated in the respective appropriations of the concerned departments. – Gaby B. Keith
