Livelihood area for validated Bakakeng Central vendors okayed

City officials recently approved the request of Bakakeng Central barangay for the extension on the use of the barangay land identified area for fire sub-station located beside the waiting shed at Km. 4, Marcos Highway with an area of more or less 156 square meters as a temporary livelihood area for the validated beneficiaries of the said barangay subject to conditions.

Under Resolution No. 260, series of 2024, the Committee on Market, Trade, Commerce and Agriculture, in its 2nd indorsement dated April 22, 2024 recommended approval of the said request subject to the conditions that will be imposed by the concerned offices of the city government for the said purpose.

Among the conditions imposed by the local government in granting the request include the requirement for stall owners to first secure barangay clearance,  clearance from the City Health Services Office (CHSO) for food stall, pay the prescribed business taxes, and such stall owners shall be issued special business permits quarterly until December 31, 2024; the concerned barangay to secure the appropriate clearance from the City Planning and Development Office if the proposed livelihood area is outside the parks, submit a stall plan or sketch only showing the smooth flow of human traffic in the entrance and exit, follow minimum public health and safety standards, maintain the identified drop and go and pick and go areas along Marcos highway,  maintain the identified parking area along the old Sto. Tomas Road, ensure waste water disposal shall not be at the drainage along Marcos highway, provide a toilet or comfort room for customers and stall owners, maintain the wash area of a 55-gallon drum with a sink, and maintain the separation of the wet section area and the dry section;  and the vendors shall vacate the area once the Department of Public Works and Highways (DPWH) commences its road widening project.

Earlier the council considered an unnumbered Barangay Resolution, series of 2024 of Bakakeng Central barangay that approved the extension of usage of the barangay land identified area for fire substation located beside the waiting shed at Km. 4, Marcos Highway as a temporary livelihood area for the validated beneficiaries of the barangay effective January 1, 2024 until sundown of December 31, 2024.

The council stipulated that there is a standing request from the recipients of the talipapa beneficiaries to extend the usage of the land identified for fire substation area located at Km. 4, Marcos highway as a temporary livelihood area or talipapa.

It was noted that a barangay technical working group was formed to address and validate all issues and concerns of the talipapa.

The body claimed that currently, the barangay has still no plan or project that will be implemented in the said area and that this can be used as a talipapa site subject to a memorandum of agreement with the beneficiaries that embodies the recommendation of the barangay technical working group. – Dexter A.
