Keynote Speakers discussed topics relevant to continuing professional development in GEPI 34th Annual Regional Convention
Bontoc, Mt. Province – The Geodetic Engineers of the Philippines Inc. Cordillera Administrative Region Division conducted a two (2) day Technical Session for the 34th Annual Regional Convention held at the Teng-ab Pastoral Complex Auditorium, Bontoc, Mountain Province on February 10 – 11, 2023. The 10 keynote speakers shared their ideas on how to be more reliable, energetic, and responsible members and licensed Geodetic Engineers in the Cordillera region.
In the opening remarks and declaration of the opening of the 34th GEP-CAR ARC by GEPI-CAR President Engr. Ponciano G. Valdez Jr. introduced the main keynote speakers Mt. Province Provincial Governor Bonifacio C. Lacwasan Jr. represented by Provincial Administrator Atty. Michael Patting, GEPI-CAR Vice President Engr. Jenor B. Salming, Chairman Professional Regulatory Board of Geodetic Engineers Engr. Epifanio D. Lopez, Assistant Director of DENR Land Management Bureau Engr. Romeo P. Versoza, National President, GEP Inc. Engr. Victorino O. Domingo, Geodetic Engineer Laws and Property Surveys GEP-Academy Engr. Cecilio C. Reyes, and PRC-CAR Chief Wayne B. Crispin, Parish Priest St. Joseph Church Sagada, Mt. Province Rev. Father Marcial Lloyd C. Castañeda, GeoIDex Surveying, and Mapping Systems Engr. James Dexter A. Grageda, Most Outstanding Geodetic Engineer in Private Sector Engr. Aliver E. Mangonon, Developer of PCTECH Surveys Engr. Paolo Carpitanos, DHSU-CAR Regional Director Engr. Maria O. Amoroso and National Board Governor Elvis D. Domilod.
“This event is the 34th Annual Regional Convention of the Geodetic Engineers of the Philippine Incorporated, Cordillera Administrative Regional Division.
“The successive 3rd time to be held outside Baguio City and the first to be held in Mountain Province and the first annual regional convention, the theme for this year is “Geodetic Engineers Doing Its Mission, Moving for Its Vision and Going Through Its Road Map” it has an emphasis with letter DO in the word Doing, and M in the word Mission and G in the word moving and lastly GO in the word Going which is connected stands for the short name of our GEP Inc. National President Engr. Victorino O. Domingo,”
“Well the work convention to note as a gathering of individuals to discuss a certain topic on participate in activities related to a shared interest, we as members of this organization are expected to participate actively totally, and diligently in every part of the prepared program, different topics to be discussed as not only compliance but I’m sure relevant in our continuing professional development is a better time in pursuing our theme, and at the end of this convention we will enlighten, readjustment and dynamic in attaining our theme it is desired road map so, at this juncture, by venture the powers vested upon me as the Regional President of GEPI-CAR, I am now declaration that this 34th Annual Regional Convention be opened,”
In an interview with GEPI National President Engr. Domingo, “Ang GEPI isang organization ng mga Geodetic Engineer, kami ay may 15 na chapter na kabilang na rito ang Cordillera Autonomous Region chapter ang advocacy ng aming organization is to regulate bantayan, I monitor kung paano ang ginagawa ng aming mga members and also those who are illegal practitioners kasi ang aming position ay napaka importante walang imprastraktura magaganap kung wala ang Geodetic Engineer kami ang una at kami rin ang huli, dahil from the start ng project kami ay magsusukat and then pagkatapos ng project yung ask bid ay kami rin yun , ang isa sa tinututukan namin ay yun pagpapatitulo ng ating mga lupa, maraming problema tungkol sa lupa sa mga husgado ngayon, napakaraming kaso tungkol sa lupa,”
“Bakit tayo nagkakaproblema una may mga maling survey, bakit nagkakaroon ng mga maling survey? dahil sa mga colorum at yun mga hindi lisensiyado na nagka conduct ng survey na hindi naman marunong dahil yun mga tao ngayon nagtitipid naghahanap sa mga mas mura, ang nagiging problema karamihan mali ang survey so, kumbaga ay mga fixers ang mga yun, kung mali ang survey natural mali rin ang magiging kalalabasan ng titulo, kaya nangyayari dahil may mga overlapping in flames may mga boundary dispute so, isa sa mga tinututukan ng aming organisasyon is maging divide those individuals those who engaging in illegal practice of our Geodetic Engineer profession so, may mga nakasuhan na violation under Republic Act 8560 ito ang batas namin, ang batas namin ay hindi naging perpekto because one of the reason is yun ngipin ng batas, ang ngipin ng batas ay yun parusa, mayron nangyari noong 2012 na nag engaged ng illegal practice na convict siya pero ang nangyari 1 year lang ang kanyang penalty, one year imprisonment, the problem is pwede siya na mag probation nakalabas na so, yun bagong batas na isinabmit namin sa kongreso ay dinagdagan namin ang penalty and also we identified also yun mga kailangan ayusin yun mga hindi nakita noong araw tulad ng mga government offices, kahit na trabaho siya ng Geodetic Engineer pero ang nakatutok ay hindi siya Geodetic Engineer kaya ito ay kasama sa aming trabaho na I monitor ang mga illegal practitioner, ang pagiging illegal practioner kung minsan may mga kasama rin kami na nakikitulay, so hindi namin tino tolerate ang mga yan, ang ginagawa namin kung may mga ebidensiya sila ay mapaparusahan through our code of ethics, marami ginagawa ngayon ang aming organisasyon tulad ng pagtulong namin sa DENR, pag gawa ng mga amendment standard ng survey, pagtulong namin sa mga nangangailangan ng mga schools mga surveys sa school para mapatituluhan ang mga schools ang project ng DepEd ngayon ay lahat ng school ay mapatituluhan so kailangan ang aming serbisyo bilang kami ay mga Geodetic Engineer at ang propesyon namin ay napakahalaga na isa kami sa mga tinitignan ngayon ng ating bansa,” Domingo concluded. ### Photos by: Mario D.
