BAGUIO CITY – (February 8, 2022) Tinalakay sa ginanap na Kapihan sa PSA ang mga update na ginagawa ngayon ng sangay ng Philippine Statistics Authority – CAR kaugnay ito sa celebration ng 32nd Civil Registration month na ang naging paksa ay tungkol sa Birth Registration Assistance Project at Online Appointment.
Sa presentation ni Engr. Marizza B. Grande – OIC Assistant National Statistician PSA Civil Registration Service, “This big project for the PSA field offices in collaboration with LGUs project between the Civil Registration Service of PSA and PhilSys Registration Office on entitle the PhilSys Birth Registration assistance project prior to this there was a project last year this is the model project na ginawa ng PSA under the initiative of our National Statistician Civil Register General Dr. Dennis Mapa, this is the first funded project on birth registration a collaboration with Provincial Government in Aklan to register 10,000 Indigenous People (IPs) and the marginalized sector.
“Ano ba yun PhilSys birth registration project? We have a commitment in the CRVS Decade 2016 to 2024 that by 2024 that at 99.5 percent of all Filipinos birth registered in the Local Civil Registry Offices so, current data natin we have almost 5 percent dun sa report census population na hindi register ang birth certificate that is why there is a need to develop a strategy to construct yun achievement nung ating commitment sa CRVS Decade 2016 to 2024 ito ay yun Asian Pacific meron commitment ang government for universal birth registration our main objective, the second is to provide legal documentation, and improvement of the timely list and accurate bio-statistics,”
“We are hitting two in one to the initiative of our NS yun 15 CRVS Decade commitment to achieve by 2024 and the second is for the implementation of Philippine Identification System Act under Section 10 of RA 11055. A primary document to be presented supposedly is the birth certificate but, with the implementation of this PhilID makikita natin some of our kababayan nagreresult sila for the secondary requirements, and this year, eto yun project na gagawin ng PSA, to register on about 2 million Filipinos, starting nung January ang instruction ng NS is to conceptualized itong PhilSys Birth Registration Assistance Project.
Ang focus ng ating project would be the person in marginalized communities ito yun mga remote area na kailangan natin I-reach out for birth registration, yun mga Indigenous Peoples also they have difficulty in providing requirements for the delay registrations also yun mga Muslim Filipinos and of course yun mga poorest sector in the country.
“I think nung meron tayong project with the DSWD for the late registration nag increase rin yun level of registration because of the 4P’s listed the DSWD and the government initiative to facilitate the registration but, as we can see meron pa rin talagang naiiwan na hindi nairerehistro and also yun mga may challenge we have identified in our discussion yun mga person that is now currently living outside their place of birth so, may challenge ito they have to back to their provinces and also providing yun mga documents for the registration.
“So kailangan natin ma-identify yun 2 million na mga cases na ito and our projected until Decemeber 31, hoping na ma meet namin yun target with the help and support of our PhilSys Registration Office dahil dun nanggagaling ang funds of almost P500 million to facilitate the registration ng ating mga kababayan,”
Sa panayam naman kay PSA RSSO CAR Regional Director Villafe P. Alibuyog, “Ginagawa pa rin namin ang mga mandato na kailangan ang magplano, bumuo, mag-uutos, magpakalat, at magpatupad ng mga bagong programa, tuntunin at regulasyon, at mag-uugnay ng mga programa sa buong pamahalaan na namamahala sa paggawa ng mga opisyal na istatistika, istatistika ng pangkalahatang layunin, serbisyo sa rehistrasyon ng sibil at inclusive identification system, kaya sana ay magamit natin itong bagong programa ng gobyerno upang matulungan natin ang mga kababayan lalo sa mga malalayong lugar ng probinsiya na mai rehistro sila ng maayos,” ani Alibuyog
“PSA is doing our best to be an efficient and of course to the agency like this project online application and birth registration assistance project and of course the success of our project and programs will also the other agency have a lot of help in disseminating all activities of our office,” Alibuyog message
Sa panayam ng FNS kay Engr. Marizza B. Grande, “Tungkol naman sa data ng Traditional Birth Attendance (Hilot) ay base sa registration ng birth ng 2020 nasa 5.2 percent yun attended by Hilot or Traditional birth attendance noong last year meron tayong 528,684 live birth registered in national report. May mga portion pa rin na nangyayari ngayon na Hilot or Traditional Birth Attendance marahil ito ay kadahilanan na rin na sa loob ng mahigit dalawang taon na tayo nasa pandemic ay yun iba natatakot magpa check up pero malaki naman yun proportion nasa health facility na sila ipinapanganak may 93.6 percent ay pinanganak sa mga health facilities so, may 6.1 percent na lang delivered at home at ang data ng PSA ay ginagamit rin ng DOH sa pagmo monitor ng mga ganitong pangyayari ,” pagtatapos ni Grande.
