Feasibility study on proposed leachate plant sought

City officials recently requested the City Engineering Office (CEO) in coordination with the City Administrator’s Office (CADMO) and the Department of Environment and Natural Resources–Cordillera Administrative Region (DENR-CAR) to conduct a feasibility study relative to the program, project and activity construction of sewerage treatment plant (STP) or leachate treatment plant (LTP) at the Irisan Eco Park.

Under Resolution No. 403, series of 2024, city legislators stated that the concerned local government offices and the regional line agency were also requested to submit the said study for information and appropriate legislative measure.

The council passed Resolution No. 130, series of 2024 on February 16, 2024 that approved the city’s First Supplemental Annual Investment Plan (SAIP) for the current year of the local government that included funds earmarked for the proposed construction of the STP or LTP at the Irisan Eco Park to contain the liquid discharges from the garbage under the former open dumpsite.

Further, on April 29, 2024, the body passed Appropriation Ordinance No. 23, series of 2024 to act favorably on the programs, projects and activities as contained in the First SAIP but other projects, including the construction of the STP or leachate treatment plant at the Irisan Eco Park was not acted upon.

The construction of the leachate treatment plant was proposed to address the complaints of residents living below the Irisan Eco Park on the leachate being discharged to the waterways flowing downstream that affect the potability of their water supply.

Copies of the approved resolution will be transmitted to the concerned local government offices and the DENR-CAR for information, guidance, ready reference and further needed action. Dexter A. See
