Digitized registration of residents, visitors pushed
The City Council, during last Monday’s regular session, approved on first reading a proposed ordinance adopting and implementing the digitized inhabitant registration of residents transients, tourists and all public and private establishments, through a one-stop shop mobile application within the digital government and e-commerce services that is able to use QR code for online payment transactions for an effective and efficient governance and for the convenience of the public known as the Baguio Smart City ecosystem measure.
Under the proposed ordinance authored by Councilors Isabelo Cosalan, Jr., Jose Molintas, Arthur Alad-iw, Peter Fianza, Fred Bagbagen and Lilia Farinas, it shall be a policy of the local government to establish and implement a reliable online government services with payment system using a one-stop shop mobile application with the city to develop the city’s growing economy while adopting the importance of information and communication technology solutions.
The one-stop-shop mobile web application of the local government shall serve as the Smart City ecosystem platform.
Further, the payment system shall provide payment instruments where funds can be transferred among banks through government financial institutions and other bank partners and other financial solutions providers and be able to discharge payment obligations to conduct business with the government and other merchant transactions.
It shall provide a safer alternative to transfer monetary transactions using a QR code and no longer passing physical monetary transactions from person to person.
The ordinance stipulated that the funding allocation for its implementation will be provided and shall be sourced out from the general fund for proper funding appropriations under the budget of the City Mayor’s Office, the appropriation shall cover costs if the local government desires to acquire each system under Smart City ecosystem and other implementing procedural requirements such as honorarium for the conduct of trainings and orientations and other information dissemination activities and materials for the promotion of any project based on the measure.
The ordinance shall be imposed unto all concerned parties that will hold any confidential information strict compliance to the pertinent provisions of Republic Act (RA) 10173 otherwise known as the Data privacy Act of 2012.
Under the terms of confidentiality, the local government and other partnering parties shall be bound to agree, that any such information will be treated with the utmost confidentiality, and that the partnering parties and their employees or representatives will use reasonable efforts to protect such information in their possession against any accidental or unlawful destruction, alteration and disclosure s well as against any other unlawful processing.
In accordance with law, the local government shall ensure the compliance of all engaging partners pursuant to the same. The engaging partner shall comply with the 5 pillars of compliance pursuant to the pertinent provisions of the data privacy act to have appropriate organizational, physical, and technical measures to maintain the confidentiality, integrity and security of all personal data that may come to acknowledge or positions by reasons of any provision of any binding agreement with the city. – Dexter A.
