DBM issues circular in support of LGUs’ rehab efforts

Department of the Interior and Local Government (DILG) Baguio Director Millicent Carino sent a letter,31 August 2022, to Mayor Benjamin Magalong, for his guidance and appropriate action, on the Department of Budget and Management’s (DBM) release of Local Budget Circular (LBC) No. 142-B which amended pertinent provisions ofLBC No. 142, 24 January 2022, to support Local Government Units in their efforts for rehabilitation, recovery and disaster response following the calamity(ies)or disaster(s) that occurred this Calendar Year 2022.

It included a copy of LBC No. 142-B signed by DBM Secretary  Amenah Pangandaman. The letter states that barangays in the city particularly those affected by calamity(ies) or disaster(s) this CY 2022, may avail for financial assistance under the Program taking into consideration the following amendments under Section 2 of the said Circular:

1. Deadline for the submission of requests for financial assistance,chargeable against the FY2022 LGSF-FA to LGUs, has been extended up to September 30, 2022.

2. LGUs affected by calamity(ies) or disaster(s) that occurred inCalendar Year2022 may request for financial assistance. Request should comprise of the following:    

a. Special Budget Request (SBR) signed by the Local Chief Executive(LCE), addressed and directly submitted to the DILGSecretary copy furnish DILG Provincial and Regional Offices (see Annex A). It Shall be supported by documentary requirements prescribed under LBC No. 142, as amended, and shall comply with the templates/formats prescribed under said Circular.

b. If applicable, a certification attesting that all undisbursed balance of FY 2016-2020 FALGU-FA have indeed been returned to the National Treasury together with the corresponding disbursement voucher/ deposit slip.

3. In the identification of the proposed program(s) and/or project(s) to be implemented, the calamity/disaster-affected LGUs shall prioritize those that are directly related to disaster response, rehabilitation, and recovery; Provided, that the same fall within the purview of the eligible programs and projects pursuant to SP No. 2 of the LGSF under the FY 2022 GAA, RA No.11639, and as further defined in AnnexA of LBC No. 142.

4. The allowable amount of allocation for each calamity/disaster-affected LGU shall be determined by the DILG based on the proportionate amount of damages incurred by the same LGU on infrastructure and agriculture as reflected on the Situational Reports of theNational Disaster Risk Reduction andManagement Council and Disaster Response Operations Monitoring and InformationCenter Report of the Department of Social Welfare and Development. – Gaby B.
