Council wants Maharlika management report

City officials recently requested the transition management committee of the State-owned Human Settlements Development Corporation (HSDC) to submit to the local legislative body a management report on the operation of the Maharlika Livelihood Complex for the turnover of administration of the facility to the local government by April 2025.

Under Resolution No. 353, series of 2023, local legislators stated that during recent deliberations conducted for the said purpose, they manifested that in preparation for the turnover of administration of the  Maharlika Livelihood Complex to the local government by April 2025, it is proper to have a comprehensive management report on the said facility for review and to guide the members in establishing policies for its future administration.

The Maharlika Livelihood Complex is the first shopping mall and livelihood hub in the city which was built in the early 1970s.

In 1975, the former members of the council extended the lease period of the Maharlika Livelihood Center to a maximum of 50 years and will expire on April 27, 2025.

In 1980, transfer of rights was given to the Maharlika Livelihood Complex under the HSDC, an attached agency of the Department of Agriculture (DA), including additional development built.

In 2009, former President Gloria Macapagal-Arroyo issued a directive to the agriculture department to hand over the complex to the local government since it does not fulfill any agriculture-related function, but this did not actually push through.

The city government projected an earning approximately P40 million annually additional income from the administration, operation and management of the Maharlika Livelihood Center once the facility will be officially turned over to the city.

Copies of the approved resolution will be forwarded to the HSDC for information, guidance, ready reference and rather needed action pending the turnover of the management of the facility to the local government in the next two years. – Dexter A. See
