Council designates representatives to P4 Committee

The City Council, during last Monday’s regular session, approved a resolution designating its representatives to the Public Private Partnership for the People Initiative Selection Committee (P4-SC) pursuant to the pertinent provisions of Ordinance No. 61, series of 2017.

During the deliberation local legislators agreed to designate Vice Mayor Faustino Olowan, being the chairman of the committee on appropriation and finance, Councilor Peter Fianza, being the chairman of the committee on laws, human rights and justice, Councilor Maria Mylene Victoria G. Yaranon, being the chairperson/*m of the committee on public works, Councilor Leandro B. Yangot, Jr., being the chairman of the committee on urban planning, lands and housing, and the chairperson of the concerned city council standing committee which has jurisdiction over the project subject of selection to be the council’s representatives to the P4-SC.

For the sake of the new members of the body, the council requested the secretariat to furnish the local legislators with all the proceedings of the P4-SC in the past for them to be appraised on what have transpired in the deliberation of projects supposed to be undertaken through the public private partnership scheme.

Section 14(a) of Ordinance No. 61, series of 2017 otherwise known as the PPP code of Baguio city stated that there is hereby created a Public Private Partnership for the People Initiative Selection Committee (P4-SC) for purposes of selecting a private sector proponent for specific public private partnership for the people initiative project. The P4-SC , to be constituted and convened by the City Mayor, shall be composed of a third ranking officer of the city as chairperson, the Secretary of the Sanggunian; the City Treasurer; the City Planning and Development Officer; 5 representatives from and selected by the city council designated in an appropriate resolution and 2 representatives from the and chosen by the accredited civil society organizations, people’s organizations and non-governmental organizations who are members of the City Development Council.

Pursuant to the aforesaid provision, the body saw the need to designate incumbent members of the council as representatives to the P4-SC.

In 2019, the council passed Resolution No. 195, series of 2019 that designated its representatives to the P4-SC pursuant to the pertinent provisions of Ordinance No. 61, series of 2017. – Dexter A. See
