City to implement programs for healthy communities

Local legislators authorized the local chief executive to enter into a memorandum of agreement (MOA) with the Department of Health – Center for Health Development – Cordillera Administrative Region (DOH-CHD-CAR) for the utilization of funds in support for the implementation of health in healthy settings program in healthy communities.

In a resolution, the council stated that the terms and conditions of the proposed MOA are in order, reasonable and beneficial to both parties.

Section 22 of Republic Act (RA) 11223 otherwise known as the Universal Health Care Act mandated the national government to make available commensurate financial and non-financial matching grants, including capital outlay, human resources for health and health commodities, to improve the functionality of province-wide and city-wide health systems and provided that the grants shall be in accordance with the approved province-wide and city-wide health investment plans.

Further, Section 30 of the same law mandated province-wide and city-wide health systems to provide proactive and effective health promotion programs and campaigns, provided that a health promotion unit with appropriate human resource complement shall be established within the province-wide or city-wide health systems to ensure sustainable implementation of health promotion and improve health literacy.

Earlier, P4.8 million was allocated for the implementation of the Healthy Settings Program on Healthy Communities, P2.4 million was allocated for the implementation of the Bakuna Champions Program and P2.4 million was earmarked for the implementation of the Peer Support Program for the Youth.

The body stipulated that there is a need to authorize the local chief executive representing the city to enter into a MOA with the DOH-CHD-CAR in order to facilitate the transfer of funds for the said Healthy Settings Program on Healthy Communities.
