City passes measure on the operations of CDRRMO building
Mayor Benjamin Magalong ratified city council ordinance no. 29, series of 2023, governing the operation, management and maintenance of the City Disaster Risk Reduction Management Office (CDRRMO) building and authorizing the collection of fees for its use.
Authored by councilor Fred Bagbagen, the measure states that the terms for the management of the CDRRMO building should be clearly made for its continued and uninterrupted operations for the satisfaction of its users and the City of Baguio as well.
“To maximize other uses of the building especially during normal situations, its use must be regulated and allowed so that its operations will be beneficial purposely for its maintenance, improvement and repair,” the ordinance adds.
It tasks the CDRRMO to be primarily responsible for the operation and management of the building in coordination with the City Mayor’s Office (CMO), General Services Office, City Social Welfare and Development Office, and City Treasury Office.
Among others, the ordinance includes the rental and discount rates for the use of its function halls; prohibiting the subleasing of leased premises; and that operating hours shall be from 8 am to 5 pm, Mondays to Fridays only, where holidays are not included.
All rents and monies collected, including donations, shall be kept in a CDRRM trust fund in the name of the City of Baguio and that the CDRRMO, as the building’s designated administrator, shall submit a monthly report on its operation including a financial statement to the CMO and the city council.
The CDRRMO shall also have the authority to evaluate, deny or cancel any reserved activity at the building, the ordinance states. – Gaby B. Keith
