City mulls put up of multi-level parking structure to ease traffic congestion
Mayor Benjamin Magalong signed city council resolution no. 527, series of 2022, earnestly requesting the Department of Environment and Natural Resources-Cordillera Administrative Region (DENR-CAR) to allow the construction of a multi-level parking building with a view deck on their property located next to the Blessed Association of Retired Persons Foundation Inc. (BARP) building along Buhagan Road (formerly Bokawkan Road), here.
The approved measure is based on a similar proposal of Senior Citizen Official For A Day (SCOFAD) councilor Benigno Andam adopted during the SCOFAD Council Session held on October 17, this year.
“The lack of parking spaces contributes to the traffic congestion problems in the City of Baguio,” it disclosed.
The resolution pointed out that the mentioned property owned by the DENR-CAR could serve as the site of a multi-level parking building and a view deck.
It stressed that the requested construction “would help in easing traffic congestion in the area and will serve as a view deck for tourists and residents to appreciate the view of the Summer Capital.”
The measure cited a provision of the Local Government Code of 1991, as amended, which states, “Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare.” – Gaby B.
