City adopts health promotion framework
City officials adopted the provisions and principles contained under Department of Health (DOH) Administrative Order No. 2021-0063 or the Health Promotion Framework Strategy (HPFS) 2030 into the citywide health system of the local government.
Under Resolution No. 177, series of 2022, local legislators stated that the local government shall work to progressively ensure dedicated local committees, offices, units and persons overseeing the implementation of health promotion policies, programs and activities in the city as prescribed by the HPSF 2030.
Further, the local government shall integrate resource requirements for the sustainable implementation of local health promotion ordinances, policies, programs and activities anchored on the HPSF 2030 into the city local investment plan for health and annual operation plan.
The HPSF 2030 requires whole-of-system, whole-of-government, and whole-of-society action through partnerships and collaborations with government instrumentalities, non-government, civil society or community-based groups and organizations, local academic institutions, the private sector and other entities whose goals and objectives are in line with the public health sector’s strategic directions and standards.
Among the principles embodied to be carried out by the implementing rules and regulations of Republic Act No. 11223 otherwise known as the Universal Health Care Act is for, an integrated and comprehensive approach in ensuring that all Filipinos are health literate, provided with healthy living condition and are protected from any hazards and risks that could adversely affect their health.
Section 30 of the Universal Health Care Act’s IRR provides that local government units, guided by the health promotion framework strategy, shall issue and implement effective health promotion policies and programs that promote health literacy and healthy lifestyle among its constituents, prevent and control diseases and its risk factors to advance population health and individual wellbeing.
Further, Section 19 of the same IRR provides that local government units in their commitment to provide provincewide and citywide integration shall ensure the managerial and financial integration and provide the needed resources and support mechanisms to make the integration possible and sustainable.
The council stipulated that the health department, in realizing the aforesaid provisions and as required by the Universal Health Care Act, has formulated DOH Administrative Order No. 2021-0063 or the Health Promotion Framework Strategy (HPSF) 2030 to serve as the overall national health promotion road map and basis for all health promotion policies, programs and activities at the national, regional and local levels.
The HPSF 2030 requires that the development and implementation of health promotion polices, programs and activities all focus on diet and physical activity, environment health, immunization, substance use, including use of tobacco, alcohol and elicit drugs, mental health, sexual and reproductive health, and violence and injury prevention.
