CBMS still underway, extended up to end of March
Due to increased cases of Covid-19 cases; Delta and Omicron variants sometime last year and this year, the Community-Based Monitoring System (CBMS) slated for completion by February should be done by the end of March.
This is according to City Planning and Development Office (CPDO) coordinator Archt. Donna Rillera-Tabangin in a recent forum.
Enumeration activities were scaled down during the surges, and we had to wait for better conditions to protect the enumerators, Tabangin said.
At least 70% of the city is done with the CBMS processes, with only a little less than four barangays to be surveyed, she said. The comprehensive survey launched in October and piloted up to December 2021 collected household data for planning and budgeting. The goal is 100% compliance, she added, with enumerators scouring the households meticulously for data.
The collected data from the barangay, city or municipality and provincial level is used for processing, validation, assessment and a diagnostic tool to formulate poverty alleviation and development programs such as government infrastructure and other projects. Data are culled in health, nutrition, housing, water and sanitation, education, income, employment, peace and order, animal and agricultural data, infrastructure and gender.
The project would have trained government personnel on data collection, processing and usage for the program’s modules. It is also a gauge for a local government unit’s transparency and accountability for resource allocation.
Information from individuals and households are held confidential and covered by the Data Privacy Act of 2021 and other laws.
Arch. Tabangin said that residents deserve a tailor-fit program for their needs, and though our needs differ; funds are to be used exactly as needed, and with impact.
She mentioned about the Social Amelioration Program (SAP) when data on poverty is needed but unavailable. With CBMS, data is readily available, she said.
The CBMS data would be updated every three years, she said.
