CBMS completion seen by February

By the end of February 2022, the comprehensive Community-based Monitoring System (CBMS) launched last year and piloted from October to December 2021 should have established household level data for local planning and budgeting.

This is based on the City Planning and Development Office (CPDO) schedule for the CBMS project.

The project would also have trained local government unit personnel on data collection and processing, and use of data using the program’s modules. 

CBMS which was launched last year is a grassroots and organized technology-based, collection, processing, validating, assessment and diagnostic tool of disaggregated data as to causes of poverty in the barangay, municipality, city and provincial level. It is used as a basis for economic and social tools to formulate poverty alleviation and development programs such as government infrastructure and other projects.

It is also a gauge for a local government unit’s greater transparency and accountability as to resource allocation or budgeting.

Data are culled from the following aspects: health, nutrition, housing, water and sanitation, education, income, employment, peace and order, animal and agricultural data, infrastructure and gender.

The agencies involved are the local government, as venue of data collection; the Philippine Statistics Authority (PSA-CAR) as lead agency and the Department of Interior and Local Government (DILG-CAR) for information and education campaign, compliance of the venue LGU and extension of assistance in the conduct and CBMS implementation.

A memorandum of agreement (MOA) was also signed earlier by Mayor Benjamin Magalong and Vice Mayor Faustino Olowan representing the city; for the Philippine Statistics Authority, Regional Director Villafe Alibuyog and Benguet Chief Statistics Specialist Imelda Buyuccan; and for DILG, Regional Director Araceli San Jose and City Director Evelyn Trinidad, for CBMS’ implementation in the city.

A provision in the agreement states that information from individuals and households are confidential, and covered by the Data Privacy Act of 2021 and other laws.
