BAYOMBONG, Nueva Vizcaya– Board Member Florante S. Gerdan of Nueva Vizcaya passed a Resolution commending the efforts of the officers and men of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) who played a major role in the campaign against insurgency that led the province to achieve a Stable Internal Peace and Security (SIPS) state thus declared free from insurgents.
BM Gerdan read the resolution’s content during the 65th regular session of the 11th Sangguniang Panlalawigan held at the People’s Hall, Capitol Compound, Bayombong, Nueva Vizcaya on Jan. 15, 2024.
There was no objection being raised hence Board Member Elma Pinao-an Lejao said that the resolution would be adapted or passed under an assigned business since it was not included in the agenda.
The fifth paragraph of the resolution states: Whereas, the Task Force-ELCAC mandate had resulted in the total dismantling of the communist-terrorist group in the province including its underground mass organization, thereby achieving the four stages of normalization namely: Stage of Insurgency, Conflict Manageable Stage, Suppressed Insurgency, and Stable Internal Peace and Security thus attaining an inclusive and sustainable peace in the province thereby, with the recommendation of the Peace Law Enforcement and Development Support (PLEDS) Cluster of the province to the PPOC chaired by the Provincial Governor, a Resolution was made by the Sangguniang Panlalawigan (SP) declaring Nueva Vizcaya as Insurgency-free.
