Barangays reminded on regular submission of ARO reports
The city government is reminding officials of the Summer Capital’s 128 barangays to regularly submit their respective anti-road obstruction (ARO) reports to the City Engineering Office under Engr. Edgar Victorio Olpindo every 7th day of each ensuing month.
City Mayors Office Special Services Division officer-in-charge Michelle Agbuya made the appeal during the monthly Punong Barangays meeting, June 24, at the City Hall multi-purpose hall.
She said the barangay ARO reports are for the CEO’s monitoring purposes and appropriate action if necessary.
The directive is in line with Department of the Interior and Local Government (DILG) Memorandum Circular No. 2019-121 that enjoins all local officials to exercise their powers essential to reclaim public roads which are being used for private ends and in the process, rid them of illegal structures and constructions.
And DILG MC No. 2019-167 that directs local chief executives to ensure the continuity of the undertaking by institutionalizing sustainability mechanisms for the maintenance of road clearing operations as well as transition livelihood plans and programs for those affected.
The MC calls for the promulgation of the necessary policy and issues like resolutions and ordinances to address all traffic and sidewalk concerns.
It also transfers the responsibility to respective barangays under their jurisdiction to be the primary unit responsible for the continued maintenance and sustainability of cleared roads. – Gaby B. Keith
