Baguio to implement two Wright Park projects
City officials authorized the local chief executive to enter into a memorandum of agreement (MOA) with the Department of Public works and Highways (DPWH) for the implementation of two Wright Park projects funded under fiscal year 2022.
Under Resolution No. 428, series of 2022, local legislators stated that the MOA that will be forged by the city and the DPWH shall be submitted to the city council for confirmation.
The council recommended coordination with the local chief executive for a review or revisit of policies in the formulation of guidelines relative to initiatives in securing funds for projects for the city more particularly in the construction of other multipurpose barangay structures which may have to consider implementation of designed mergers of barangays in the city, the need for a program to have each barangay in the city to be provided with similar structures, the maintenance of the structures, availability of funds for other structures for all the other barangays among others.
Earlier, the DPWH regular infrastructure program for 2022 provided the amounts of P29.4 million and P49.5 million, respectively, for the implementation of the 2 projects identified as sustainable infrastructure projects alleviating gaps (SIPAG) – construction of multipurpose building, Wright Park and basic infrastructure program (BIP) – construction of multipurpose building, Lualhati barangay, Wright Park.
As allowed under Republic Act (RA) 10964 otherwise known as the General Appropriations Act of 2018, request was made by the local government for the implementation of the aforesaid projects being delegated to the city.
To evaluate the said request and secure the delegation as shall be provided and governed by a memorandum of agreement to be executed, the basic terms and conditions of which are contained in a draft of the same furnished the local government, the council claimed that authority is necessary to be given to the local chief executive for the said purpose. – Dexter A.
