Baguio approves 3-year disaster management plan

Mayor Benjamin Magalong signed city council resolution no. 109, series of 2023, adopting the Summer Capital’s 2023-2025 Local Disaster Risk Reduction and Management Plan (LDRRMP).
The august body considered a letter of City DRRM Office (CDRRMO) head Antonette Anaban requesting a separate resolution for the LDRRMP’s approval as required in the Seal of Good Local Governance (SGLG) and Gawad KALASAG (Kalamidad at Sakuna Labanan Sariling Galing Ang Kaligtasan) that will form part of the Means of Verifications (MoVs) and submitted to the assessing entities.
Republic Act No. 10121 or the ‘Philippine Disaster Risk Reduction and Management Act of 2010’ requires the LDRRM Offices (LDRRMOs) to formulate and implement their respective comprehensive and integrated LDRRMP in accordance with the national, regional and provincial framework and policies on disaster risk reduction in close coordination with Local Development Councils (LDCs).
The measure stated that LDRRMO is also required to prepare and submit to the local sanggunian, through the LDRRMC and LDC, the annual LDRRMO Plan and budget, the proposed LDRRM Framework programming, other dedicated DRRM resources,and other regular funding sources and budgetary support of the LDRRMO/Barangay DRRM Council.
Following the National DRRM Plan and Framework, the city anchored its DRRM programs on four thematic areas: Disaster Prevention and Mitigation; Disaster Preparedness; Disaster Response; and Disaster Rehabilitation and Recovery.
“Considering the vulnerability of the city to climate change and disasters, the city is anticipative and proactive in DRRM, and ensures that efforts and strategies shall be anchored on national and global standards,” the resolution added. – Gaby B. Keith
