ARTA’s Journey towards Bureaucratic Efficiency

BAGUIO CITY – Secretary Atty. Ernesto V. Perez the Director General of the Anti-Red Tape Authority (ARTA) discussed recently during the Kapihan sa Baguio the details on the streamlining and the digitization efforts of the Anti-Red Tape Authority together with all the government agencies.
Perez emphasizes the Violations of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery (EODB EGSD) Act of 2018 are considered administrative offenses.
Under said provisions, violations include the refusal to accept an application or request with complete requirements being submitted by an applicant or requesting party without due cause, the imposition of additional requirements or additional costs that are not in the Citizen’s Charter, and failure to give the applicant or requesting party a written notice on the disapproval of an application or request.
Sinabi ni Perez, “Ang kabiguang magbigay ng mga serbisyo ng gobyerno sa loob ng itinakdang oras ng pagpoproseso sa anumang aplikasyon o kahilingan nang walang angkop na dahilan, kabiguang dumalo sa mga aplikante o humihiling ng mga partido na nasa loob ng lugar ng kinauukulang opisina o ahensya bago matapos ang opisyal na oras ng pagtatrabaho at sa oras ng lunch break, at ang pagkabigo o pagtanggi na magbigay ng mga opisyal na resibo ay itinuturing din na mga paglabag,”

“At ang mga mandato ng ARTA na RA 11032 Section 17 – provides for the creation of the Anti-Red Tape Authority or ARTA, the government agency mandated to administer and implement the said law and its implementing Rules and Regulations, and to monitor and ensure compliance with the national policy on anti-red tape and ease of doing business in the country.
The empowerment is to streamline, re-engineering, improve regulatory management systems, and capacitate stakeholders, and we mandate the enforcement it should be conducting investigations, case build-up, entrapment operations, and filling cases against violators of R.A. 11032,”
