Anti-Plastic Task Force intensifies IEC at city market
To further push for a plastic and Styrofoam-free Baguio, the reconstituted PSFB task force conducted an information and education campaign (IEC) at blocks 3, 4 and block 4 relocation, Baguio city public market last week.
The task force distributed Primers on Ordinance 35, series of 2017, better known as The plastic and Styrofoam free Baguio Ordinance.
Led by Engr. Wilbur Suanding who represented City and Environment and Parks Management Office (CEPMO) head Atty. Rhenan Diwas, members of the task force also answered vendors’ queries on the basics of the ordinance.
The vendors were once more informed as to prohibitions in using plastic bags for good or items purchased, including take-out or dine-in food; but instead, paper bags, reusable containers or bags, and that or biodegradable materials should be used.
Buyers are encouraged to bring their own containers for food products such as fish or meat, or processed food.
Stallholders in blocks 3 and 4 and block 4 relocation were reminded to post visible signages reading “Bawal ang Paggamit ng Plastic Bags and Styrofoam,” or words to that effect. Some vendors were compliant, while some insisted the signages got lost or were covered by hanging merchandise.
The vendors were also informed that Plastic bags bearing the Environmental Technology Verification (ETC) number should be certified as to compliance to product composition.
Some vendors were engaged in discussions why the use of plastics are discouraged: to reduce the cost of solid waste disposal, environmental protection, and promotion of reusable and biodegradable packing materials.
Business operators/vendors were also reminded that provision of reusable or biodegradable containers, either free or at cost, should be indicated in the receipt they issue.
Ordinance 35, series of 2017 is now primed for further amendments for better implementation. It has undergone first reading at the city council, with status monitoring through the Sangguniang Panlungsod, and more public consultations.
The ordinance covers all business establishments, schools and city government offices; including all activities in said institutions.
The PSFB task force, which is reconstituted through an Administrative Order, is composed of heads or representatives from the General Services Office, City Treasurers Office, Permits and Licensing Division-City Mayor’s Office, Special Services Division, Health Services Office, Public Order Services Division, Public Information Office, Baguio City Police Office, and other concerned offices. – JGFianza
