Agencies, transport groups told to shed light on illegal terminals

City officials recently invited the Cordillera offices of the Department of Transportation (DOT-CAR), the Land Transportation Franchising Regulatory Board (LTFRB-CAR), the Land Transportation Office (LTO-CAR), the City Engineering Office – Transportation and Traffic Management Division (CEO-TTMD), and representatives of all transport groups, cooperatives, corporations and operators in the city plying their trade or business to shed light and to appraise the local legislative body in aid of legislation concerning the illegal operation of colorum in public transportation terminals in the city.

In a resolution, local legislators stated that to address the aforesaid controversial matter and in aid of legislation, the invited personalities and guests should appear in the next regular session of the body to discuss the issues and concerns related to the operation of illegal terminals in the city.

In a letter dated March 111, 2024 of Milicent B. Carino, City Director of the Department of the Interior and Local Government (DILG) Baguio field office, she transmitted to the body DILG Memorandum Circular No. 2024-026 with the subject prohibition on the operation of colorum operators in public transportation terminals in the areas of jurisdiction of local governments.

Resolution No. 144, series of 2023 requested the City Mayor to create an anti-colorum task force to apprehend all colorum vehicles operating in the city.

Copies of the resolution will be transmitted to the said offices and the various transport organizations, cooperatives and operators for their information, guidance, ready reference and further needed action.

The council admitted that the operation of colorum vehicles in various transportation terminals in the city, especially late in the evening, remains to be a major concern for concerned government agencies and various offices of the local government that needs the enactment of appropriate legislative measures that will address most of the transportation needs of the people who go home late due to their work schedule among other reasons. – Dexter A.
