Baguio education coordinating council formed
The city created the Baguio City Education Coordinating Council, defining its functions and appropriating funds for the said purpose.
Ordinance 95, series of 2021, states that the BCECC thrives to establish a formidable education coordinating body to ensure better delivery of education services in the city.
Further, coordination among education bodies and other essential partner institutions results in more harmonious policies, up to date standards and aligned education outcomes.
The mandates of the said council will be to lead in coordinating with the various education stakeholders, including government agencies and those from the private institutions; to develop systems or pathways of collaboration among education stakeholders; to gather, collate, review and evaluate suggestions and recommendations from various stakeholders; to come up with a system of measuring the collective success rate of the education services in the city; to concomitantly serve as the city’s education quality assurance team tasked to review and assess the state of education services for the past 3 years as basis for coming up with tailor-fit and more strategic and responsive education programs for the city; to do local policy recommendations centered in enhancing the city’s education-related services that would further strengthen the hold of the city as the center of quality education in the north; to spearhead capacity building programs involving education stakeholders that promote synergy, harmony and seamless cooperation geared towards vibrant Baguio City as an education center; to recommend to the city council legislative measures for possible adoption covering and concerning the education sector and may represent the education sector in the City Development Council.
The BCECC shall be chaired by the City Mayor and co-chaired by the Chairperson of the City Council Committee on Education, Culture, Creativity and Historical Research. The Vice Chairperson for Basic Education will be the City Schools Division Superintendent, Vice Chairperson for Technical-Vocational Education – representative from the Technical Education and Skills Development Authority (TESDA) and Vice Chairperson for Higher Education – representative of the Commission on Higher Education (CHED. The council members are Chairperson of the City Council Committee on Youth Welfare and Sports Development, head of the National Youth Commission (NYC), City Planning and Development Coordinator, representative from the city’s School Governing Council, president of the Federation of the Baguio Parents-Teachers association, 2 representatives from the basic education both public and private schools, 2 representatives from the technical-vocational institutions in the city and 2 representatives from the higher education institutions in the city.
The BCECC shall conduct regular quarterly meetings aside from holding special meetings that will be called by the chairperson for exigency purposes.
For the purpose of the measure, an operational budget of P200,000 shall be appropriated annually by the city government through the Division of City Schools subject to the regular accounting and auditing procedures.
The BCECC shall establish partnership with, but not limited, to concerned government agencies related to education and other similarly situated private institutions. — Dexter A. See
