Mayor issues proactive measures, monitoring memo on LPA
Mayor Benjamin Magalong issued memorandum no. 715, series of 2021, dated October 22, on proactive measures and monitoring undertaken by the city for the possible effects of a low pressure area (LPA) estimated by PAGASA to be 525 km East of Guian, Eastern Samar as of 3 am, October 22.
The Mayor’s memo states that the city’s Emergency Operations Center (EOC) is still on Red Alert to provide timely, accurate and appropriate coordination and monitoring.
It encourages all Barangay Disaster Risk Reduction and Management Committees through the Association of Barangay Chairpersons and Barangay Affairs to activate their respective EOCs to cater to the needs of their constituents and disseminate this memo and latest weather advisories from PAGASA.
The city’s Emergency Medical Services, Fire Department, Philippine Red Cross-Baguio Chapter, Public Order and Safety Division and Police Office will be on full-alert to provide efficient and effective emergency response.
The City Engineering, Environment and Parks Management, General Services, Building and Architecture, Social Welfare and Development Offices including DepEd-Baguio and other City Department Offices engaged in disaster and emergency response will also provide standby quick response teams.
The City Health Office will activate all district health centers with complete provision of necessary resources, essential medicines, and appropriate number of personnel, communication and transportation.
The memo mandates the Armed Forces of the Philippines (Philippine Military Academy-Disaster Response Task Group and Tactical Operations Group 1-Philippine Air Force) to include Ready Reserve Units (21st Air Force Group Reserve, 14th Regional Community Defense Group and 112th Squadron Philippine Navy Marine Reserve), Civic Action, Communication and Rescue Groups (BB-PICAG, 911 on Call, Kaakibat International, DELTANS, Delta Comm) to augment the City Disaster Risk Reduction Management Office for Humanitarian Assistance and Disaster Response (HADR).
It advises the general public to be vigilant and watch the latest weather advisories and for residents living in low-lying and mountainous areas to perform pre-emptive evacuation and take appropriate actions against possible flooding and landslides due to heavy rains. — Gaby B. Keith
