City’s 2022 SGLG catch-up plan, presented
11 August 2021 – City Disaster Risk Reduction and Management Office (CDRRMO) head Antonette Anaban presented the city’s Catch-Up Plan for the 2022 Seal of Good Local Governance (SGLG) in Tuesday’s regular management committee meeting headed by Mayor Benjamin Magalong at Baguio Convention Center.
Spearheaded by the Department of Interior and Local Government, the SGLG puts primacy to integrity and good performance as pillars of meaningful local autonomy and development. It is a progressive assessment system that gives distinction to remarkable local government performance across several areas.
The areas are financial administration; disaster preparedness; social protection; health compliance and responsiveness; sustainable education; business friendliness and competitiveness; safety, peace and order; environmental management; tourism, heritage development, culture and the arts; and youth development.
Anaban said that among the areas, it is only in environmental management and business friendliness and competitiveness where the city met all the needed criteria while the rest still have kinks to iron out for improvement.
Under financial administration, an area for improvement is the low utilization rate of local development funds while in disaster preparedness, improvements needed are in the local DRRM plan and budget, among others.
Improvement needed in social protection includes promoting the welfare of persons with disabilities while areas for improvement under health compliance and responsiveness is a functional local epidemiology surveillance unit, among others.
An area for improvement under sustainable education is positive results in basic education performance indicators while areas for improvement under safety, peace and order include barangay peacekeeping actions teams that are organized and trained.
Under tourism, heritage development, culture and the arts, an area for improvement is a local council for the promotion of culture and arts while in youth development, areas for improvement is a database of youth organizations and more.
The catch-up plan also included proposed actions for the areas of improvement and the responsible offices to implement the actions.-Gaby B. Keith
