SEAL OF GOOD LOCAL GOVERNANCE 2021 CRITERIA, BARED
12 May 2021 – City disaster risk reduction and management office (CDRRMO) officer-in-charge Antonette Anaban has presented the Seal of Good Local Governance (SGLG) proposed 2021 criteria spearheaded by the Department of the Interior and Local Government (DILG).
In Tuesday’s regular management committee meeting of local officials headed by Mayor Benjamin Magalong at Baguio Convention Center, she said this year’s criteria covers ten areas.
These are: Financial administration; disaster preparedness; social protection and sensitivity; tourism, heritage development, culture and the arts; safety, peace and order.
Business friendliness and competitiveness; environmental management; health compliance and responsiveness; sustainable education; and youth development are also included.
She explained that each area is spearheaded by a committee composed of concerned offices with Financial administration headed by accounting office and disaster preparedness by her department.
The social welfare and development office leads the committee responsible for the social protection area; health services office for health compliance and responsiveness; local school board for sustainable education; business permits and licensing office for business friendliness and competitiveness.
Baguio city police office for security, peace and order; general services office for environmental management; tourism office for tourism, culture and the arts; and the Sanggunian Kabataan federation for youth development.
Anaban also detailed the various indicators and other parameters under each SGLG area that the city government must accomplish within a prescribed period of time.
During an earlier SGLG self-assessment activity, she said observations on major action areas and ways forward for several areas were made. For financial administration, major action area was on full fund utilization of 20 percent component of 2019 Internal Revenue Allotment development fund with improved selection of projects, programs and activities (PPAs) for the annual investment plan as a way forward.
On disaster preparedness, one action area is on having no separate city council resolution approving the 2019, 2020 Local DRMM Plan with a way forward of working out a separate city council approval for 2021 LDRRMP.
A major action area under social protection is the gender and development PPAs of departments are not properly identified in their budget with a way forward of the proper identification of such in their respective budgets.
Under tourism, heritage development, culture and the arts, several TIEZA-donated tourism information centers are not functioning as such is one major action area with a way forward of possible recovery of these facilities.
Also cropping up during the self-assessment seminar as ways forward for the city in its SGLG pursuit are the updating of the executive order creating the city’s SGLG committee, pre-assessment of the city’s SGLG’s performance with the DILG, and more. – Gaby B. Keith
