City, DOH to enter into health system partnership

The city council passed a measure authorizing Mayor Benjamin Magalong, representing the city government, to enter into a terms of partnership (TOP) with the Department of Health-Center for Health Development, Cordillera Administrative Region (DOH-CHD,CAR), for the implementation of the 2024 annual operational plan (AOP) for the Summer Capital.

Resolution no. 27, series of 2024, authored by councilor Betty Lourdes Tabanda, stated that this is on the achievement of improved local health system performance consistent with Republic Act 11223 (Universal Health Care Act), and to ratify the terms of partnership executed for the purpose.

It added that under RA 11223, the national government shall make available commensurate financial and non-financial matching grants, capital outlay, human resources for health and health commodities, to improve the functionality of province-wide and city-wide health systems.

“The City of Baguio has agreed to implement health sector reforms consistent with the Universal Health Care Act and has proven its capacity to utilize investment and sustain the reform process, among others,” the resolution stated.

It pointed out that the Local Investment Plan for Health is the key instrument in forging the DOH and local government unit partnership to carry out reforms and is implemented through the AOP. – Gaby B. Keith
