Mayor granted authority to enter into resiliency agreement

The city council passed resolution no. 272, series of 2023, granting Mayor Benjamin Magalong authority to enter into a Memorandum of Agreement (MOA) with the National Resilience Council (NRC) represented by its Executive Director Silvestre Z. Barrameda Jr., the Carlos P. Romulo SM for Peace and Development Inc. (CPRF) represented by its Member of the Board of Trustees Ricardo Romulo, and the SM Prime Holdings Inc. (SM) represented by its Chairman of the Executive Committee Hans Sy, for the implementation of the Resilient Local Government Unit Program of NRC in Baguio city.
The NRC is a public-private organization that seeks to bridge government units and private sector partners for collaboration in relation to disaster resilience. Part of their current initiatives is the attainment of the “Sendai Framework for Disaster Risk Reduction 2015-2030 (the “Sendai Framework”).
For this endeavor, the NRC will be working with the SM and they have selected the City Government of Baguio as partner-implementer for this capacity building program and the convener and secretariat of the NRC is the CPRF, the measure stated.
It disclosed that the program will entail fund assistance in the amount of P10,000,000 to be provided by SM as private sector partner which shall be used for the implementation of the project – the proposed activities and timeline for adaptation.
“The NRC and SM recognizes that the city is capable of providing the resources for the capacity building to develop a resilient Local Government Unit system through systems improvement and organization strengthening of the pillars on human development, local economy, infrastructure, human security and environment,” the resolution stated.
It added that funding allocations for activities or programs for coordination, logistical and operational support to the three-year Resilient Local Government Unit Program to be rationalized for the city shall be subject to compliance with the usual allocation requirements and accounting rules.
The MOA shall be submitted to the Baguio city council for confirmation, the measure stated. – Gaby B. Keith
