Renewal and new business permit procedures clarified

Procedures for new permits and business renewals were clarified by personnel from the Permits and Licensing Division (PLD) personnel in a recent dialogue with bar owners and night time business establishments, at city hall.

Geraldine Angulo who represented PLD head Allan Abayao said the process for business renewal and new business application remain the same. 

New business application starts with a form and a checklist from the permits office for submission to the City Planning Development and Sustainability Office, and for clearance.

Requirements need to be submitted to the CPDSO, which is followed by onsite inspection, encoding and clearance in the system, Angulo said.

Applications lacking documents may be denied outright, wherein a look-over of requirements is done, the flow chart shows.

For cleared applications, approved documents should be attached, as needed from the following offices: Health Services Office (HSO), City Buildings and Architecture Office (CBAO), City Environment and Parks Management Office (CEPMO), Bureau of Fire Protection (BFP) and City Treasurer’s Office (CTO), if the business is within the market.    

The form with attachments is submitted at the permits office for clearance, and for finalization and printing of pre-assessment form, after which the applicant pays at the City Treasurer’s Office (CTO), waits for the electronic signature of the City Treasurer and Mayor, and the approved business permit.

The applicant receives the original copy of the business permit and fills out the customer satisfaction survey, Angulo further said.

As for business renewal, application starts with access to electronic base Baguio in My Pocket (BIMP) for tax assessment, and payment at the CTO.

Business permits and licensing personnel checks for system clearance of offices and attached documents; once cleared, the applicant proceeds to have the electronic signature of the city treasurer and city mayor.

If the attached documents are unsatisfactory, the applicant goes to the pending office concerned for appropriate attachments.

The electronic signature of the city treasurer assures the printing and issuance of the business permit wherein the applicant receives the original copy of the business permit, and fills out the customer satisfaction survey, the flow chart shows.
