BCPO reports on anti-criminality in Baguio City Peace and Order Council forum

City Peace and Order council (CPOC) members gathered last Monday, Dec. 5 at the city multi-purpose hall to discuss matters on anti-criminality, anti-insurgency, public safety, crisis management, peace and order and public safety plan, and peace and order advocacy.

The CPOC which is composed of different offices and agencies, is chaired by Mayor Benjamin Magalong, but with prior commitments on said date, the meeting was ably partially presided by Executive Assistant Benjamin Macadangdang.

The mayor presided at the later part of the meeting. 

For City Director Francisco Bulwayan’s Total Crime Incident report, the Crime Incident Reporting and Analysis System (CIRAS) which is an electronic database which facilitates crime documentation and systemic data storage and retrieval, was utilized. CIRAS reports are then rapidly transmitted to the headquarters.

CD Bulwayan presented the Peace and Order Index (POI) which focuses on the peace and order situation of Baguio; and the Public Safety Index (PSI), the number of vehicular accidents and violations punishable by the revised Penal Code.     

There is an increase of 121 POIs, from 694 in Jan–Dec. 2021; to 815 in Jan -Nov 2022.; and an increase of 459 PSIs: from 365 in Jan-Dec. 2021; to 824 in Jan. – Nov. 2022.

In 2021, the crime graph showed an increase in the months of January, May, August and November, while in 2022, crimes are up in March, July, October and November.

In 2021, theft is top on the focus crime list followed by rape, physical injuries, robbery, motor vehicle carnapping, motorcycle carnapping, homicide and murder; while in 2022; theft is on top of the list, followed by physical injuries, rape, robbery, mv carnapping, mc carnapping, homicide and murder.

A report shows shoplifting incidents up to 11AM and 5PM, with the suspects’ age at 18, 21, 23, 26 and 29. Theft through pickpocketing is up at 3 to 5PM and drops at 6PM.

Physical injuries incidents are mostly done by mauling, followed by stabbing, hitting with an object, stabbing, shooting, hacking, stoning and asphyxiation.           

Vehicular incidents numbering 824 are also broken down as follows: damage to property – 677; physical injuries – 101, multiple physical injuries – 23, Damage to property – 18, Homicide – 4, multiple homicide – 1.

Most of the vehicle incidents happen at 6 AM. between 9AM to 10AM, with less incidents at 2PM but goes up at 3PM and 6PM and slowly goes down at 10 PM. Reports show that 349 incidents are between private and private vehicles, 204 -public to private, 80 – private, with the rest as public and private vehicles, and motorcycle incidents.       

Accordingly, the police force is taking action for decreased vehicular traffic as there are 170 incidents in the first quarter, 215 in the second quarter, 268 for the third quarter and 207 for Oct to Nov. 2022.

Bulwayan ended his presentation with the comparative crime clearance efficiency (CCE) which is 96% and crime solution efficiency (CSE) as 62% for focus crimes; and CCE of 95% and CSE of 81% for total crime incidents. – JGFianza
