Report on updated schedule of market values sought

City officials called the attention of the City Assessors Office and the Local Finance Committee (LFC) for an updated report on the suggested/manifested actions to be undertaken on the implementation of Ordinance No. 16, series of 2020 approving the schedule of market values in the city.

Under Resolution No. 427, series of 2022, local legislators also sought the calcification of certain issues that arose during the January 17, 2022 regular session of the body.

Among the previous issues that were raised by the concerned sectors during the aforesaid regular session included the result of the study or the review of the cases relied upon by the proponents to request for the reduction of the market values of properties as prescribed in Ordinance No. 16, 2020 to support their position that a lump sum increase in the revision of market values is not allowed; the grant of incentives to lots with pine trees; the possible revisions on other aspects of the said ordinance while preparing or waiting for the next revision where market values may be re-assessed for changes; the proposed staggering of the payment of taxes and the increase in the revision of the market values is confiscatory and oppressive.

Earlier, the council considered the matters, issues and manifestations as well as suggestions raised by the members and resource persons during the January 17, 2022 regular session in relation to Proposed Resolution No. 0012-22 introduced by Councilor Betty Lourdes F. Tabanda entitled “Inviting In Aid of Legislation the City Assessor and the Local Finance Committee to Shed Light on Matters Concerning the Implementation of Ordinance No. 16, series of 2020 entitled Approving the Schedule of Market Values in the City of Baguio.”

The city was able to approve the increase in the schedule of market values for land after more than 2 decades of not having revised the same. 70 percent of the approved increase in the schedule of market values was implemented in 2021 while the remaining 30 percent was implemented in 2022 pursuant to the provisions of the said ordinance. – Dexter A. see
