NCCA 2023 Competitive Grants,  Call for Proposals

BAGUIO CITY – Panelists from (l-r) Ma. Elena Catajan – Information Officer, DA-Special Area for Agricultural Development; Heather Janet Gate-Dizon – Assistant Secretary, NCNCC, Ibaloi / Kankanaey Cluster;  Bernan Joseph Corpuz – NCCA Deputy Executive Director for Operations; and  Veronica D. Amboni – Project Development Officer III, Arts Section have discussed the 2023 competitive grants of the NCCA equips for various programs such as the Philippine Heritage Award, Gallery Exhibit, Linggo ng Musikang Pilipino, Cultural Resiliency and Recovery Program (CRRP), and the Valueserye titled Project Destination. And available priority projects that can submit proposals are mentioned also.

Ayon naman kay Ms. Janet Dizon na Isang grantee rin ng Benguet, “Nagpapasalamat kami sa NCCA because today we have a total of 10 number of grants for the Ibaloi and Kankanaey Cluster for the Province of Benguet,  usually kung bakit kami nakakarami ng grants because since I am also with the Provincial government of Benguet and we require each municipality to at least submit one proposal per year para at least kasali rin kasi ito sa requirement for  the DILG Zeal of Good  Housekeeeping so, that’s why nire-require namin each tourism officer or cultural officer ng munisipyo to submit at least one grant para naman hindi sayang yun opportunities na binibigay ng NCCA,  tapos tinutulungan namin sila na ma fast track ang pag submit nila ng grants sina submit nila sa office and then kami na ang nagsa submit sa NCCA, because naging tradisyon na sa office na we allotted a budget for the support the NCCA or activities,”

Sinabi naman ni Ms. Catajan grantee ng Cordillera News Agency,  “As a grantee,  marami ang naitulong ang NCCA sa pagpalawak ng kultura ng ating Cordillera, para sa Cordillera News Agency and of course sa Chanum Foundation and Tam-awan Village which is also on its  12th year of the International Arts Festival which is happening on November, parehong organization ang tinutulungan ng NCCA through the years and through the help of the NCCA lalo natin napapalawig at mas marami tayong natutulungan mga artists at mga cultures bearers,”

Cultural Resiliency and Recovery Program

Since the declaration of public health emergency throughout the Philippines due to the coronavirus disease 2019 (COVID-19), among the policies imposed, are the Republic Act (RA) No. 11469 or the Bayanihan to Heal as One Act, and Executive Order No. 112, wherein culture and arts activities were categorized as “non-essential” and thus, not part of what is being prioritized for COVID-19 response.

The Department of Finance and the National Economic Development Authority identified arts, entertainment, and recreation as at the top of the 10 hardest hit business sectors, followed by tourism. Industry associations and networks associated with the creative industries also released data attesting to the revenue and income losses suffered by businesses, workers, and freelancers within their ambit.

The NCCA recognized the importance of contributing to efforts to study the effects of the ongoing pandemic on the Philippine culture and arts sector to shape response measures and enable the sector toward recovery. Thus, NCCA initiated the development of the CRRP that aims to conduct an assessment of the state of the culture and arts sector in the Philippines in the time of COVID-19 that would inform responses moving forward and develop a CRRP that would enable culture and arts stakeholders to identify differentiated initiatives oriented toward responding to the recovery needs of the sector and development and sustainable strategies for the sector considering the impact of the pandemic; determine other initiatives to realize targets set in Chapter 7 of the PDP 2017-2022. Enhanced Midterm Update with the theme “A healthy and resilient Philippines,” and influenced the enactment and implementation of legislation and other COVID-19 recovery measures.

The FGDs were facilitated through the NCCA’s Planning and Policy Section led by Deputy Executive Director for Administration and Support Services Marichu G. Tellano, PPS section head Caroline Mizal, and its consultant Arvin Villalon.
